Denied Inspection of Leasing Folder, Makes False Call to 911 to Intimidate – 3/6/2025

LONG BEACH, Calif. — Serious allegations have surfaced against Kathy Scheiwe, Community Property Manager at Channel Point Apartments, a complex managed by Greystar California, Inc. Residents report that Scheiwe falsely claimed a tenant’s leasing file was “proprietary” to block access to records the tenant is legally entitled to review, and later made a false 911 call in an apparent attempt to intimidate the resident.

The tenant had submitted a written request to inspect and obtain a copy of their leasing records under California Civil Code §1950.5(g) and the Information Practices Act (Civil Code §1798.40 et seq.), which guarantee tenants the right to access all records pertaining to their tenancy. In response, Scheiwe allegedly stated that the file could not be released because it was “proprietary” — a justification that has no legal basis under state law.

Shortly after the tenant renewed their request, Scheiwe reportedly called 911 and summoned police to the property, despite there being no emergency or criminal activity. Witnesses confirmed that the situation was purely civil in nature, related to the tenant’s documentation request.

Under California Penal Code §§148.3 and 653x, it is a misdemeanor offense to knowingly make false or harassing emergency calls or to misuse the 911 system for non-emergency purposes. Legal experts note that using law enforcement to intimidate or retaliate against tenants may also violate California’s Fair Housing and anti-retaliation statutes.

Residents and advocates say this incident is part of a broader pattern of harassment and discrimination at Channel Point Apartments. Multiple tenants have filed complaints with the California Civil Rights Department (CRD) and the Department of Real Estate (DRE), alleging false lease violations, retaliatory actions, and selective enforcement targeting certain residents.
