On March 6, 2025, Kathy Scheiwe, Property Manager for Channel Point Apartments (Greystar Real Estate Partners), along with Assistant Property Manager Max Fazio, made a false 911 call after issuing a fabricated lease violation. The violation falsely alleged that my daughter was living out of her car on the property.

In reality, my daughter had simply gone to the car to retrieve a baby bottle. There was no lease violation, no disturbance, and no crime of any kind. The Long Beach Police Department’s incident log confirms that no crime was committed and no further action was taken.

This false 911 call, made against a Black tenant and his family, constitutes a racially biased and retaliatory misuse of emergency services, in violation of California Penal Code §148.5 (false police report), the California Civil Code §52.1 (Bane Act), and the “C.A.R.E.N. Act” (Caution Against Racially Exploitative Non-Emergencies). These laws prohibit false or discriminatory police reports used to harass, intimidate, or retaliate against individuals based on race or the exercise of protected rights.

The March 6 incident was carried out in retaliation for ongoing civil rights and housing complaints I had filed against Kathy Scheiwe, Max Fazio, and Greystar, and it established a pattern of harassment that escalated in the following months.

On September 11, 2025, Kathy Scheiwe again filed a false police report, falsely claiming that I threatened her. In truth, I never spoke a single word to her during that incident. This false report appears to have been another attempt to cover up misconduct by property staff and management.

During this same time, Kathy Scheiwe instructed the on-site security guard to assault me, which he later admitted and apologized for, stating that he was following her directions and even asked me for a hug and forgiveness afterward.

I have had no personal contact with Kathy Scheiwe since March 6, 2025, yet the pattern of retaliation and harassment has continued. On October 24, 2025, Kathy Scheiwe filed a false Workplace Violence Restraining Order against me at the Governor George Deukmejian Courthouse in Long Beach. This filing appears to have been a retaliatory response to the formal agency complaints I filed against her, Max Fazio, and Greystar Real Estate Partners.

My complaints were filed with:

  • California Civil Rights Department (CRD)

  • California Department of Real Estate (DRE)

  • Greystar Corporate Management

Their actions appear to constitute violations of:

  • California Penal Code §148.5 – Knowingly filing a false police report

  • California Civil Code §52.1 (Bane Act)Retaliation or interference with the exercise of civil rights

  • California Government Code §12955(f)Retaliation under the Fair Employment and Housing Act (FEHA)

  • “C.A.R.E.N. Act” (Caution Against Racially Exploitative Non-Emergencies) – Prohibiting false or retaliatory 911 calls motivated by discrimination or harassment

  • 42 U.S.C. §§1982 and 1983 (Federal Civil Rights Statutes) – Protecting against racially motivated deprivation of rights and misuse of authority

These incidents demonstrate a pattern of retaliatory, abusive, and racially discriminatory conduct by Kathy Scheiwe, Assistant Property Manager Max Fazio, and Greystar Management, using false police reports, fabricated lease violations, and court filings to harass, intimidate, and silence me for exercising my tenant and civil rights under California and federal law.
